Overview
With more than two decades of experience in both public and private finance, Larry Scurlock is a seasoned financial analyst and fiscal manager. A member of the Public Finance group, he assists attorneys in managing bond transactions and provides education to municipal issuers on post-issuance compliance and continuing disclosure. Larry also helps to manage federal arbitrage rebate compliance for clients.
As a former debt manager at the State of Ohio’s Office of Budget & Management, Larry has in-depth knowledge of Ohio’s fiscal processes. During his tenure, he structured billions in capital funding for state agencies and departments, drafted capital and operating appropriation bills, and maintained the state’s official investor disclosure document. Additionally, he developed a state-wide post-issuance compliance program and numerous other educational trainings related to tax-exempt bond financing and debt. Prior to working at the state, Larry worked at The Ohio Company, a broker-dealer previously based in Columbus, Ohio.
