AI Insurance Premiums Projected to Hit $4.8 Billion by 2032
The intersection of artificial intelligence (AI) and insurance is rapidly evolving, with global AI insurance premiums forecasted to reach $4.8 billion by 2032, according to a recent report from Deloitte, as reported in Insurance Business America.[i] This represents an estimated compound annual growth rate of 80%, underscoring the urgency for insurers to adapt to emerging risks and regulatory frameworks.
What’s Driving the Surge?
AI is now deeply embedded in heavily regulated industries like healthcare, transportation, energy, financial services, and human resources. With this integration comes a host of new liabilities:
- Autonomous vehicles raise questions about fault in crashes.
- Generative AI can spread misinformation or infringe on intellectual property.
- Automated hiring tools may introduce bias or discrimination.
- Algorithmic accountability in credit scoring and underwriting could introduce additional bias in decision-making in financial services.
A Stanford study cited in the article notes a 2,500% increase in AI-related incidents since 2012, highlighting the growing complexity of managing AI risk.
As with any aspect of business, owners and boards must review the risk and reward inherent in further AI integration. This will, necessarily, require further hedging of the risks involved, and that is where insurance will continue to answer the call.
How Insurers Are Responding
Insurers are beginning to roll out specialized AI liability policies. For example, Munich Re has offered AI-specific coverage since 2018. Armilla AI, which describes its work on the website as providing “solutions [to] protect both enterprises and AI vendors from the unique challenges of artificial intelligence,” provides performance guarantees for machine learning models.
AI insurance policies typically cover biased or discriminatory outputs, intellectual property violations, and model failures or hallucinations.
Pricing AI-related risks remains a significant challenge, particularly in the absence of historical loss data. As AI platforms continue to evolve—learning and adapting how they process information and generate content—the nature of the risks will shift as well. This ongoing transformation will require flexible, forward-looking underwriting frameworks to keep pace with the complexity of emerging exposures.
EU AI Act: August 2025 Enforcement Milestone
The rise of private risk management is matching the increase in regulations across the globe. The EU Artificial Intelligence Act (Regulation (EU) 2024/1689) entered into force on August 2, 2024, and is being phased in over several years. As of August 2, 2025, several key provisions take effect:
- General-purpose AI (GPAI) providers must comply with transparency, documentation, and risk management obligations.
- Notified bodies and market surveillance authorities must be designated by Member States.
- Penalties and fines frameworks must be finalized and communicated to the European Commission.
- Governance and confidentiality rules are now enforceable.
Providers of GPAI models already on the market must become fully compliant by August 2, 2027. The Commission is also empowered to issue implementing acts if voluntary codes of practice are deemed insufficient.
Phased obligations for general-purpose models are pushing governance, transparency, and incident tracking from nice-to-have to standard practice. That doesn’t erase risk; it makes it measurable and, by extension, insurable. It’s essentially the same playbook that we saw with cybersecurity. Once the basics are set, the incidents are tracked, and the data is collected, the fog lifts, and the risk can be underwritten.
NAIC AI Model Bulletin: U.S. States Begin Implementation
In the U.S., the National Association of Insurance Commissioners (NAIC) adopted its Model Bulletin on the Use of Artificial Intelligence Systems by Insurers on December 4, 2023. As of mid-2025, over 25 states have adopted or are in the process of adopting the bulletin. Other regulators believe the concepts contained in the bulletin are better addressed through current regulatory frameworks or with new legislation in the states.
The bulletin emphasizes:
- Transparency: Insurers must document how AI systems are used in underwriting, claims, and marketing.
- Fairness: Insurers must assess for bias and ensure equitable outcomes.
- Accountability: Insurers are responsible for the actions of third-party vendors and must maintain audit rights.
The insurance industry itself, centered on the prediction of risk, is particularly susceptible to hallucinations and algorithmic bias. The NAIC is hyper-focused on this issue while trying to encourage and support innovation. This push-pull is illustrative of many other industries.
In his opening remarks at the NAIC International Insurance Forum in May, North Dakota Commissioner and NAIC Chairman Jon Godfread said, “AI is reshaping how insurance is being delivered. It holds great promise but also holds real risks. Fairness, transparency, and accountability aren’t optional; they are essential.” AI and its evolution will continue to be a focus of not only the NAIC but all of the insurance regulators across the globe.
