Overview
Joy’s practice focuses on tax apportionment analysis, serving public finance and economic development clients with strategic insight and precision. She also represents individuals and entities in domestic tax controversy matters, guiding clients through every stage of disputes with the IRS and state or local tax authorities. Her experience spans audits, administrative appeals, litigation in U.S. Tax Court and federal appellate courts, and cases involving white-collar criminal tax issues.
She has significant experience working with clients with domestic and international tax issues at all dispute levels, including audits/examinations, appeals, collections, and Tax Court litigation. Whether the matter involves captive insurance matters, conservation easements or Offshore Voluntary Disclosure Program, Joy can advise clients of their rights, the rules and provide an analysis and/or plan for their legal needs.
Her specific subject matter experience includes Innocent Spouse, Worker Classification, penalty abatement for a wide range of penalties; preparer fraud; Streamlined Compliance, reasonable compensation, worker classification, accumulated earnings, transfer pricing, installment agreements, lien withdrawal/discharge, excise tax, employment tax, collections, estate tax, Private Letter Ruling requests, state tax issues, and more.
Joy also represents school districts, public entities, trade associations, and small and medium size businesses regarding tax compliance matters with both state and federal regulations.

Experience
Joy is actively involved in the legal community, having served on the Board of Directors and as Treasurer of the Northern Kentucky Bar Association (NKBA). She actively shares her knowledge by regularly presenting at educational seminars for CPAs and legal professionals on various tax topics, including criminal and civil federal tax, sales and use tax, and payroll tax issues.
When not dedicated to her legal expertise, Joy enjoys traveling, fitness and nutrition, and volunteering with local organizations and events.
